The Jammu and Kashmir State Nursing Council was established by the Jammu and Kashmir Paramedical / Nursing Council Act, 2014. The Act was received assent from the Lieutenant Governor on October 14, 2024, and published in the Government Gazette on October 16, 2024. The primary purpose of the council is to regulate the registration, training, and qualification of nurses, midwives, and health visitors within the state.

The General Nursing and Midwifery (GNM) course is a three-year diploma program focused on training individuals to become skilled nurses and midwives.
